前白宫幕僚长凯利(John Kelly)10月26日就国会众议院展开弹劾调查公开发表意见,称去年离开白宫前曾经警告总统特朗普,雇用「应声虫」接任可能会触发弹劾,而今次弹劾调查也使他后悔当初辞职。
据悉,凯利当天出席乔治亚州海岛(Sea Island)一场政治峰会期间,提到自己离任不足一年,特朗普即面对「 乌克兰门」引发的弹劾调查,而自己当初离开白宫前已经警告特朗普,「无论做什么也好,都不要聘用唯唯诺诺的人,这种人不会告诉你真相」,凯利还说当时向特朗普明言,「如果你这样做,我相信你将会面临弹劾」。
凯利发言期间,未有公开点名提到接任者、代理幕僚长穆瓦尼(Mick Mulvaney),但凯利强调白宫幕僚长的工作就是指导者,告诉总统「你有权这样做、你没权这样做, 或者是总统先生不要这样做」,言论似乎将是次调查的罪魁祸首,归咎于穆瓦尼及其他顾问,导致总统身处风眼之中,「看到现在发生的事情让我很痛苦,我相信如果我还在那儿,或像我这样的人在那里,他不会那样一塌糊涂」。
69岁的凯利曾经是海军陆战队将领,退役后加入特朗普政府担任国土安全部长,前年7月调任白宫幕僚长,为当时乱成一片的白宫重新建立秩序。他曾经形容白宫幕僚长是项苦差,后来终觉管理特朗普是「不可能的任务」和吃力不讨好,去年底辞职,改往卡利本国际(Caliburn International)工作,专门为移民儿童提供住房设施, 离开政府以来仅在少数场合谈及在政府任职的时间。
外界预计国会众议院将于圣诞节前,对弹劾总统指控进行投票,参议院其后审判确定是否将特朗普免职。对于凯利的言论曝光,特朗普当晚即发声明反击,否认凯利曾经「预先警告」,并声言若凯利当日有警告他可能面临弹劾,他早就将凯利逐出椭圆办公室。白宫新闻秘书格里沙姆(Stephanie Grisham)也发表声明,表示曾经与凯利合作,「他完全没有能力处理我们伟大天才总统的工作」。
John Kelly, former chief of staff to President Donald Trump, said Saturday he warned the President before he left the White House not to replace him with a “yes man” because it would lead to Trump’s impeachment.
Kelly also said he believed he could have prevented the current impeachment inquiry against Trump if he had stayed in the job. He said the inquiry could have been avoided if the President had surrounded himself with people who could rein in his worst instincts.
His candid remarks, made during an interview at a political conference hosted by the Washington Examiner, suggests he blames acting chief of staff Mick Mulvaney and others in the West Wing for not doing more to stop Trump’s behavior.
“Someone has got to be a guide that tells (the President) that you either have the authority or you don’t, or Mr. President, don’t do it,” Kelly told the Washington Examiner’s Byron York. “Don’t hire someone that will just nod and say, ‘That’s a great idea, Mr. President.’ Because you will be impeached.”
The White House on Saturday released a statement from Trump denying that Kelly ever delivered that warning, in Trump’s first public rift with his former chief of staff.
“John Kelly never said that, he never said anything like that. If he would have said that I would have thrown him out of the office,” Trump said. “He just wants to come back into the action like everybody else does.”
White House Press Secretary Stephanie Grisham added, “I worked with John Kelly, and he was totally unequipped to handle the genius of our great President.”
